Paraguay Unpacks NDC Targets to Foster Alignment with Development GoalsApr 3, 2017
After presenting its national climate plan (I/NDC) ahead of the Paris Climate Summit in 2015, Paraguay embarked on an ambitious journey to identify measures to achieve its targets for emission reduction and adaptation while ensuring synergies with its development goals.
As with other national climate plans that were submitted in contribution to the Paris Agreement, the Paraguayan NDC presents a general framework of action for high-emitting sectors. How each country translates its NDC targets into an action plan differs, reflecting the large diversity of country needs and circumstances.
In Paraguay, a rigorous participatory and inclusive process, which was framed by its SDGs and National Development Plan 2030, guided discussions that ‘unpacked’ NDC targets and helped identify 110 specific climate actions. The process involved representatives from all sectors of society at the central and local level, convening at 4 regional workshops and 2 national prioritization workshops held throughout 2016.
These actions will be integrated into a draft NDC Implementation plan, including economy-wide, sectoral strategies and monitoring mechanisms to quantify emissions through a national inventory system. A particular feature thereby is Paraguay’s choice to adopt ‘dynamic’ or ‘agile’ planning criteria for each sector which will feed into the draft NDC implementation plan and will allow for sectoral plans to be adapted as as national development strategies evolve.
Once developed, the draft NDC Implementation Plan will undergo a validation process by all key stakeholders later this year. The process is led by Paraguay's Environment Secretariat, supported by UNDP LECB and the European Union.
